The problem with that flag is that it's simple to the point of not being distinctive anymore.
I would say its simplicity embodies its distinctiveness.

A baby carriage - isn't that an excellent choice for a flag?

But since it's Yap, they should of course have a rai stone.

Apparently, the thing on the Yapese flag is supposed to be a stylised indigenous boat carrying a rai stone.
