hzayskje is a somewhat more modern term for Zjeljezay, and refers specifically to the dialect spoken in the Hymas Zjelsje (which has the shortened name "hzay" from it's abbreviation "HZ")

No, Catalan has a phonemic distinction between open /ɛ/ and closed /e/, which are written <è> and <é>, respectively, in some stressed positions.
