You know how when you're driving down the free way and the bugs flying at your winshield don't actually hit your windshield; they're carried up over the glass because of the air underneath? What if large walls only faced one direction and acted purely like a winshield? Like great white washed walls...

I take that answer to mean "you can find a way to justify most any choice you make, and the majority of your audience won't know the difference." Also fair enough. I would suspect that land near the water source will be mostly tied up with agriculture of some kind. Much will depend on how easy or difficult it is to import food (and water).
