You could have /ng/ be allophonically realized as [ŋg]. The delete the /g/, and you have phonemic /ŋ/. I'm not sure how common of a sound change this is, but I think it would work.

Are there any languages with more vowels than consonants? WALS says 22 languages have a small (6 to 14) number of consonants and a large (7 to 14) number of vowels.

This is an alien phonology.
