We can't possibly keep all of Teles' cultures totalitarian. The simplest way to put it less advanced than Earth is to simply have a 'present' not as present as our present. Hence something like 1927. That's a cool idea, but by 10000BK we're not even neolithic yet. It will be cooler when there's some actual civilizations.

As for the technology stuff, it was somewhere stated (in the wiki's front page i think) that the 'present' Teles has 2 billion inhabitants, what, in Earth corresponds to the time period between 1927 and 1959.
