Is it something that theoretically anyone could be trained to do, or would you have to go to medical school to learn how to properly do it?

Not surgical, no, or at least not invasive. The meaning of the noun sclarabat (having cognates in the French words éclairer and abattre) should I think give away most of the meaning.

brightening + butchering/destroying?

I think there's a distinct possibility that I just don't know enough about medical procedures even in English to be able to guess.

I doubt it; it's rather well-known.

Hint: both sclar and abat are deverbals from their respective verbs. French éclairer also has a deverbal which shares its nonobvious meaning with sclar, and the closest related French word in meaning to abat is sth like battement.

OK, this is going to make me sound pretty stupid, even if I've guessed correctly, but is it that thing where they charge up these two pieces of equipment, place them on someone's chest, and yell "clear"? I'm blanking on what it's called, but I've seen it in movies and on TV and such.

Edit: Defibrillation? Is that it?

OK, Google seems to indicate that that is it.
