You're very close! [:D] sclar is indeed from ex and claro, although not quite in the way you're thinking, I imagine.
You're also missing the -abat part, which it may help to decode.

No. [cross] sclarabat does it descend from a single Latin word, but two, having reflexes sclar and abat.

The Boral word from which abat is derived descends from a vulgar Latin word which did begin with a vowel.

This VL word was derived from a CL consonant-initial word by the application of a vowel-initial prefix.

If sclar is from ex + clārō, is it similar in meaning to French “éclairer”?

sclar is indeed a derivative of the Boral verb sclarar, which is an exact cognate to French éclairer

Is this a noun phrase, made up of a noun followed by an adjective? That’s what I’ve been assuming, but I figure I should make sure.

Hmm, I'm not entirely sure if that's what I meant, but I can't think of another way to phrase it, so I'll move on for now.
