I'd say it starts when you begin working on it/when you know you've received it, but it doesn't matter all that much. No need to feel rushed.

I've received it, but I have a Unicode proposal that I need to finish tonight to meet the submission deadline. I'll try to finish my translation tomorrow, but I might need slightly more time.
