At the northern provinces it only snows, but everywhere (in all provinces) it rains

"-sir" is an impersonal suffix used only with verbs like "rain", "snow", etc. which in Ikāezin are not only intransitive but subject-less.
"Provinces" is not repeated, as the speakers would understand that "everywhere" is referring to them. However, in a formal setting or in formal writing form, provinces would be repeated, and added to the indefinite pronoun as follows: "Gāokerbrandāksilam".

Swahili is spoken north and south of the equator ... the only places it snows in the range of Swahili is up on top of the mountains. Changing "north" to "south" for this reason would be silly, and if someone is writing about the US in English and it's translated to Swahili, you don't translate Washington DC as Dodoma.
